Ps4 rest mode doesnt start downloads

As long as my PS4 is in rest mode overnight, all system updates and game updates will download around am EST. There are times I'll get home from work later in the afternoon and when I boot up the PS4 it will show updates that downloaded at 5am that morning. As well it did not even start to download the free dlc that came out yesterday, that i purchased thru the playstation app, and even told it to download to my ps4s(my account and wifes).Neither of them downloaded anything, but were in rest mode, and have all the correct things picked for .  · updates won't download until the disc is done installing and discs don't install in rest mode so the disc likely isn't fully installed yet and every time it goes in to rest mode it's stopping the Operating System: PS4.
